Maintenance for the week of November 4:
• [COMPLETE] ESO Store and Account System for maintenance – November 6, 9:00AM EST (14:00 UTC) - 6:00PM EST (23:00 UTC)
My best guess on this is that, because they're adding a new feature (scribing) which affects some existing features, they'll have to patch more game files, which means a bigger overall patch size.
[edit] Actually, forget that. My launcher also says 5GB for the download, and the higher figure on the OP's screenshot is just the updating progress, i.e. the total size of the files being updated.

I downloaded around five gigabytes. It downloaded that amount over multiple patches though.
Been that way for me normally and my games up to date , was logged on Saturday.
Think maybe my launcher is a bit bugged, as the amount left to download keeps changing and from ~8gb to 35gb again so will see what happens when it's done! Also don't recall ever seeing disk write speed either but not always paying attention.
It says Updating. This means Patch has downloaded and now the Patcher modifies the Gamedata.
Starts with around 90GB, so you down 2/3.
The time for this depends on the speed of the CPU, RAM and SSD (with an HD it takes forever).
