Ways to reintroduce uncommon sets?

I was wondering if folks have any ideas on how to make more sets usable in builds. It seems like there are a lot of sets that aren't very favored by players and some sets are even outdated/outperformed in raw stats, making them have little purpose. Some might be easier to acquire than others, but I still wonder how often they are used at all.

If that's a valid assumption, are there any ideas on how to make more sets used in the game, creating build diversity without necessarily harming current users of niche sets?

I had an idea, but it risks being harmful to a lot of play elements I imagine. I'm no expert. What are the pros and cons to if there were a mythic that was attunable to 5-piece set bonuses, so long as you had the gear to feed it? It'd have to come with a downside to balance it so players aren't just going around with 3 full 5-sets. Maybe it should reduce the attuned bonuses power by 50% and also not add any gear or trait values. Just be the set bonuses at half strength, the tooltips being halved with maybe even any procs having longer cooldowns or reduced chances.
I think this would allow for some more diversity in builds, but it doesn't really address those sets that are simply outclassed by others. It might just allow someone to use both if desired. What are y'all's thoughts?
