It sounds like a potential sudden overload of visual effects. It can happen if your graphic settings are set to max and the skill(s) you're using has(ve) specific visual effects, combined with visual effects of other players and of the fighting generally. It can cause a peak consumption of graphic performances able to crash the game.
I think about this, because in my main game, when I'm doing group activities, we turn off our unnecessary visual animations, as well as followers, and reduce our graphic settings, to prevent this from happening. So I don't know if it's also possibly happening in ESO, but it sounds quite like it.

I have no idea what my down/upload packet loss is. I'm on Aussie ping (250 ms) so lag and desyc issues are always present.
I can also manage 400k dps too (e.g. crabs in Blackdrake Villa). It only happens with Shooting Star so the issue might also be the stun and knockback as well.

It seems to only happen in the older, non-dlc dungeons. I don't think it's purely on my side because it should not affect my ability to log back into the game again.
