The closest you can become right now is "Councilor" if you buy the big mansion in Stonefalls. Although I'd personally prefer something that shows which Dunmer House you belong to.
Oh, and while we're at it: "(Clockwork) Apostle" would be nice, too. They could have made us a honorary member at the end of the CWC questline.

Yes, it is. Although the whole Master/Magister/Archmagister thing in ESO is a little weird... In TES3, Magister is only a temporary title that has the meaning that you're the challenger of the current Archmagister. If you don't want to oust the Archmagister, you'll stay on Master rank. They changed this in ESO, naming that would be Masters in TES3 "Magisters". Which leads to the weird situation that recurrent characters like Therana, who was a Master in TES3, is a Magister in ESO (which makes it look like she actually lost one rank in the centuries that lay between ESO and TES3). I know they gave a statement to this issue, but it seems a bit clumsy and feels to me like the ranks in ESO were accidentially messed up at release and they just tried to make up some explanation afterwards.
Anyway, "Councilor" can be seen as more or less neutral, I guess. Although Telvanni-specific, a member of the Council would be Master rank (while Hlaalu and Redoran only call it Councilor or Councilman).
the Magister title also gets used by the Mages Guild.
Or perhaps a potato-stealing quest: Spud-nicked.
