Until they nerf certain outlier sets (reliq in pve, rallying cry in pvp etc.), those will remain a staple base.

Bear in mind you're going to have to farm for a while and get to grips with the spellcrafting system before you can make new builds. This was apparently a long grind early on the PTS, which it looks like ZOS subsequently reduced. I still expect it to be a grind.
The biggest impact may come in terms of weapon choice, e.g. to take advantage of a crafted weapon spell. There is also a tanking set that will impact organised groups. If you were planning on running an Elemental Catalyst build, that may become a thing of the past, replaced by said tanking set.
That said, ZOS have been more conservative with balancing lately and, thus, spellcrafting should major on utility rather than large power shifts. My guess is that having the right combination of utility in a single spell will turn out more relevant to PvP than PvE.

Especially the stable shock spam─shocking soul and Sorc Class Mastery Script, they give No-pet Sorc more sources of shock damage, and Sorc Script is also an AOE.
I'm really looking forward to Scribing being available on live servers!
