The Golden malfunctioning! Acting like an Assistant Merchant

I'm in Cyrodiil now -- Icereach DC -- and The Golden vendor isn't working! I want my Zaan's, dammit. When I interact with her, I get the same menu as an Assistant Merchant. No tab at top to buy things from her. What's going on?
