The damage over time abilities that do periotic damage are not modified by anything or proc anything referencing damage over time such as:
Rapid Rot (grave lord passive 10% damage)
Thaumaturge (blue cp slotable 6% damage)
runecarver 5 piece effect (3 missed procs per cast)
azureblight 5 piece effect (10 missed stacked per cast)

The gear, the passives and the CP are meta on cro for many fights where they are just loosing a lot of damage due to a bug

Yet they were considered dots when the nerf hammer hit all the other dots! There is a certain consistency in how necromancers are treated below other classes in this game (especially in the pvp)

For pets proccing sets, I can tell you that the sorc scamp does not proc proc sets unless you use the active ability. Like basic scamp and twilight attacks will not proc EC, but activating the scamp while it’s already summoned will. Twilight’s enrage doesn’t proc procs, though.

    That’s not unique to Cros.

As for Thaumaturge not working on it, Archer benefits from Master at Arms, so the devs count this skill as direct damage anyhow.

It isn't a bug that Thaumaturge and Rapid Rot don't work on this skill, then. They would have change their design decision to make this a DoT, and in doing so they would need to remove it from the list of direct damage skills so Master at Arms wouldn't work on it anymore.

And it would still not necessarily proc proc sets, since twilight doesn't and scamp only does when activated.

    this

azureblight and runecarvers wouldnt work on it regardless because its a pet

they appear to us as dots because they are "dealing dmg every 2 seconds" for the duration, but they are actually direct dmg, which is bad mainly for the reason they dont benefit from necromancers own passive skills lol

It also means their damage can be blocked, reflected, and reduced by Esoteric.

    They're absolutely poo-tier abilities.
