Multilingual place name mouseovers?

Playing on NA PC in anything other than English is kind of frustrating as most chat in game is in English and so refers to places and items by English names. This makes interacting with most players pretty difficult as the names are not always direct translations either or people will use acronyms. For items, an addon like Name Language Ninja is also helpful and seems to work consistently. For place names, however, the addon English POI and Keep Names exists, but as far as I can tell, this only works in Cyrodiil at this point. Is it not possible to implement multilingual displays officially for at least place names? It's always weird to me when companies localize their multiplayer games into other languages but then assume that no one playing in a language other than English will know English as well nor have any need to interact with English-speaking players.
