Can't Use Modifiers In Keybinds Since 2024.04.25 PCNA Maintenance.

As the title states, I have been unable to assign any keybinds with modifiers since the maintenance completed on the 25th.
Every time I try, the game will only accept the last key I pressed, even though I'm still holding down one or more modifier keys.
I've tried the Emacs mod, but it isn't working for me.
(Yes, I installed it correctly in the Addons folder...)
I've also tried everything I can think of, short of uninstalling and reinstalling the game:
The issue persists and I'm just looking for any other ideas (beyond what I could find online after 3 hours of searching because all of it is from 2+ years ago.), y'know, before deleting and reinstalling the game.
Any suggestions?
Edit: Are keybinds still stored server side?

- deleted User Settings.txt
- Repaired the game files
