Not everything is about power in Tamriel, that's why we have a huge amount of mounts that have nothing to do with power, same as this horse.
You talk about this horse like if it was the first "not powerful looking" mount in the game, when there are many others that fit many purposes since, again, not everything is about looking powerful.
Indriks don't look powerful, still beautiful and a lot of players using them.

i would for sure be using the stick mounts more if they didnt ignore the mount speed bonuses lol
