Bounty issues in Daggerfall

By the Daggerfall wayshrine with no NPCs around, I got a bounty for looting the body of the drunkard lady (but not Blade of Woeing her just before). The Murkmire lady is not there, just the horse. Also got a bounty/heat for Blade of Woeing the lady on the other side of the wall. Again, no NPCs near enough to witness, nobody yelled or chased after me or anything. I could see *maybe* the Wrothgar lady being close enough to see the 2nd murder (I was hidden though), but there was neighry, I mean nary, a soul to witness the pickpocketing.
