Stage 4 Vampirism/Vampire Lord's set cost reduction
Why don't the cost reductions associated with stage 4 Vampirism and the Vampire Lord's set do anything to offset the cost of Simmering Frenzy? It seems like such a small amount of a damage increase to begin with (400 at most) while annihilating your health.
Vampirism in general is already weak, so why can't cost reductions apply to the increasing health cost of this skill? Vampire Lord's set is also already underpowered as it stands, as well. I suppose I don't understand why such an insanely overpowered class like the Arcanist is fine, but a few increases to vampirism utility is such a big issue.

✭Pretty sure they do.
Last I used them on Live they did but that was months ago.
I just tested on the PTS and they do.

✭FWIW:
(5 items) Increases the bonuses and penalties of your Vampire Stage, depending on how far you've progressed. Stage 1/2/3/4 1%/2%/4%/6% additional Flame Damage Taken. 1%/2%/4%/6% increased Regular Ability cost. 5%/10%/15%/20% reduced Vampire Ability cost.
Still...an absolutely horrible set...I'd never wear it.0
