Every pvp class should run stage 3 vamp so on your front bar run Dizzy Swing, Forward Momentum will be better with Vamp Mist, Blighted Blastbones, Executioner, and throw in Elusive or Blood Mist for flavor instead of Race Against Time. Use Dawnbreaker of Smiting ult or Colossus if you want.
On the backbar run Resistant Flesh, Spirit Guardian, your choice of Bone Armor morph, Vigor, and a Flex slot of your choice (You could move Blood Mist to the back bar and run Camo Hunter on the front). For the ult use Vamp Scion for the theme on Backbar or Temporal Guard if you want the extra damage reduction.
For your sets use Stuhns on the Front bar, pick a defensive or utility set you like for the backbar, and use a monster set that compliments or shores up a weakness in your kit. Pick a backbar weapon you like healing staff, ice staff, or bow and use Death Dealer's or Markyn for you monster set, and 1 piece Trainee heavy chest.
Use Jewels of Misrul, split attributes between HP and Stam, use a recovery mundus stone if you're still struggling or go for the Lover.
It's not really a Necro only using 1 offensive class skill and you will struggle compared to every other class that's just the fact of Necro right now, but it can do well if you are used to pvp.

For a couple of years now in pvp. Almost every patch came with direct or indirect nerfs for the class with the only buff being the change to Deaden Pain. Update 41 showed promise since it seemed like they were finally ready to tackle the class, but we got GLS out of that despite all the feedback and pleading from Necro mains. So yet another nerf and the final nail in the coffin for Magcros.
The best pvp build for a Necro is a tank that just goes around burning siege and distracting groups. They make good tanks for pve and are EC sticks in a trials which they will probably be replaced by another class once scribing comes out.
I stick with it because I've put the most time and work into it and I play a Necromancer in any game that gives me the option

Yeah necromancy is my favorite archetype in any game as well that’s why it’s a shame it’s performing bad in pvp. I have two other necros one a pve solo and the other just a bank space. I wanted to create a fun cool death knight like character with this new one
