Does slow affect skill animations?

I dont believe that this is the case but recently while playing mainly battlegrounds and if I am slowed down my skills' animations looks longer and if I try to animation cancel them it happens that I cancel the skill.

Does anyone experience this?

Yup, was noticing this in a duel with a friend of mine.

When under the effects of a severe snare like Ash Cloud or Razor Caltrops, there were times when it would feel like everything was slower on my end. I don’t believe this is a new problem though, as when you could exploit Ash Cloud for stamina return, I had the same problem when fighting Dragonknights.
