It never blends and leave behind a mess that's the worst of both worlds.
Prime example, the cyrodill and imperial city quests. Want to do them? [Snip] cause griefers camp that place oneshotting anyone who dares engaging with the pve element.
And balance wise things ends up completely broken in pvp or it worsens and ruins the pve experience.

moo_2021✭✭✭✭✭just finished ic quest line while helping my alliance occassionally.
There were two players hunting same bosses together, one of challenged me afterwards and of course i lost. The most annoying enemies were a band of half a dozen pve players, showing up at same quest sites and immediately attacked me, got 1 or 2 but I had no place to run. And another pve guy instantly attacked me with his pillow staff when we ran across each other at gate. thankfully I turned invisible before he could attract crowds to start a mess fight.
Some of them are really annoying. Anyway I have no more quest in ic or cyro.0
