Will the accounts locked out of live be able to access PTS once it is up?

This is relevant to me and my groups, because at least half the people planning a blind run today and a vet run tomorrow have been locked out. Now I would assume that means they can't access PTS-- but it would be great to get an official answer @ZOS_GinaBruno @ZOS_Kevin .
We've been looking forward to these runs, and even if we can't play together on live I hope we can still get on PTS once it is back up.
