Oakensoul and backbar skills

Per the description: While equipped, you are unable to swap between your Primary and Backup Weapon Sets
So....any skills that are active on either front or back should apply right? Doesn't say the skills are disabled...says I can't swap. I do not think this is actually happening though. Thoughts?

✭✭✭✭How are you supposed to activate a skill on a bar you can't swap to?
There are skills that supply buffs passively for being slotted on either bar.
They should not and do not work when slotted on the back bar with Oakensoul:

✭✭✭I assumed it completely locked-out the back bar, as though it never existed.
But, I only have one Oakensoul character, and I intentionally did not use the back bar while leveling so that I wouldn't be accustomed to using it once I hit level 50 and could equip the ring, so I don't have first-hand knowledge of what happens to the back bar (especially if you have a second weapon equipped and skills assigned to the back bar) at the moment you equip the ring.0 -

Yes, that's essentially what it does. The PTS notes from 9.1.3 show that that's how it's meant to work.0 -

✭✭✭✭✭originally passive buffs were not disabled on the locked oaken bar, so there were NBs running around with the 5x stack of merciless in addition to the oaken buffs without it eating one of the active bars skill slots
this was then changed to disable the other bar entirely, so even "slotted on either bar" skills will not work on the disabled oaken barplays PC/NA
