Is it against TOS to have alternate accounts?

I love putting together neat buildings in houses like Moon-Sugar Meadow and Coldharbor Surreal Estate, but I can only do it once without tearing down what I already built. Getting a second account while the game is on sale seems like a neat way to get access to copies of homes to decorate in different ways, but I want to make sure it's not against TOS or anything before I do something like that.

If you do not play with the help of some super programs to control the other accounts at once, but you switch between them using ALT-TAB so you have nothing to worry about.
Plenty of people here have 10, 20, 30+ accounts.
Remember, it can be launched only ONE STEAM account, ONE Epic account, COUNTLESS ESO accounts at once, as long as your PC can handle it.

By the way, I know I could play on the other megaserver to get access to copies of the houses again, but making an alt account instead would let me play on the same server as my main account, and so my main account could feed the alt account furnishings and gold and stuff, which I couldn't do if I alted to the other server on my main account.

If you're playing them independently, with no automation, I think it's permitted.
Sending lots of gold to your other account might get flagged depending on the amounts etc, so some caution there
