Or the announcement is so poorly worded as to be incorrect. That is a pattern, e.g. with increased resource event announcements saying that the bonus doesn't apply to mats dropped by mobs, when it clearly does.
I would prefer to see them put the boxes in the chests/shells, but I think it more likely that they misphrased what they tried to say here.

If they indeed did put wrong information on the website, then one would think it would have been corrected by now. And there has been no announcement from the developers that the information is in error, so it's safe to assume that they meant what they said. And as the OP said, when you close the final portal pinion, you get the experience, which signals that the event is now completed at that point.

They made the same error about the crafting mats from mobs not being increased in three separate events. Even after being corrected on all three.
I don't think it's safe to assume anything here, since the text directly contradicts how loot has traditionally worked for events like this.

I ran geysers this morning before the patch, and I didn't get anything of note from any of the reward Clams (meaning no event boxes).
Which, sadly, felt normal to me, when I'm only one of 50,000 people (exaggeration born of annoyance) carpeting the geyser location.
I barely got any skills to fire because all of the mobs, and the bosses, were taken out in a split second, there were so many players there, at every geyser. So it's no wonder I did a mere wisp of damage, if even that much, and got squat from the Clams.
I do have to agree about dolmens, this penalizes people who run major dolmens like Alik'r, because in a group of 20-30 players, only the 12 highest DPS will actually get the reward box. IMO, the reward box should come from the CHEST, not a drop from the final boss.

Not saying this is good or bad design but dropping from the boss insures you actually participate in bringing down the Dolman

The content of the clams has nothing to do with how much damage you did.
What you want to do, is find a monstrosity spawn spot(I used the altar area) and camp it. They spawn shielded for a second, you should be able to get a hit in. I just held my staff heavy.
