I can confirm that this book is not found at any of the three locations mentioned here.

I just visited all three taverns and the book is nowhere to be found, either outside or inside the taverns.

Please fix.

You need to do the Reeling in Recruits daily quest.

When you have accepted that quest, it is put into your inventory. You can read it in the world after you tack it up while doing the quest. Once the quest is over, it disappears.

Yes, I did this one recently., in the last month or so. I am working through the Eidetic Memory books on my main
