Jubilee cake not working?

I have used the new Jubilee Cake 2024 (tool) and old Jubilee Cakes from years prior (mementos), but none of the Anniversary Jubilee Cake Slice achievements trigger.
In addition, people can't use the cakes summoned by other group members, making the achievements for years they personally don't have cakes for unobtainable at all.
