Volenfell quest bug - lever

Hi
If someone without quest pulls the lever behind the door after the sphere boss, the quest doesn't progress at all.
Only those having the quest can pull the lever having the quest progressed for everyone.
This bug is ongoing at least since 2021 on-off. This iteration is ongoing since at least Necrom patch in July 2023.
Is the most broken, persistent and annoying bug in the game because it takes 3-4 times to complete the quest in Volenfell because there is always someone rushing, who either doesn't read chat (yeah has happened) or doesn't speak English at all (over half the player base) to understand that they shouldn't pull the lever if don't have the quest.
