Sister-of-Wind will not wake up after you saved her in Our Poor Town

I noticed that the npc Sister-of-Wind is suppose to wake up if you save her during Our Poor Town, however even after completing the entirety of the Eastmarch storyline, she still doesn't get up. I presume recent updates to the game has caused this.
