I have always pushed him to come along, but what happens if you do not? Any impact?
Though I guess it might be like if you sacrifice one of the other characters that plays a role in one of the newer zones. Suddenly they are not dead?
Does he show up in Northern Elsweyr anyway?

Cadwell will still appear in the Harborage after defeating Molag Bal, so that he can give you the Cadwell's Silver and Gold quests.
His appearance in Northern Elsweyr is not going to be affected by your choice, since he is a major character in the Zone Storyline.PC-EU @maitsukas
