Relentless Focus is not working as described in PVP since update 41

Since update 41 Relentless Focus is not stacking as it should in PVP. Sometimes I have to do more than 10 light attacks before it charges - you then hear the whoosh sound, the ability lights up and immediately disables without being discharged. I have a video capture demonstrating it in Memorial District on skeletons.

    Ok, after a bit more experimenting, what seems to be happening is that the charges stack but when an enemy dies they drop off. So, if you kill something before 5 hits you go back to zero stack. If you manage to build up a stack of 5, when the enemy dies, the stack and charge is lost without using it. This makes it more or less impossible to store a charge for gank attacks.

    This is not mentioned in the patch notes. Is this a bug or an undocumented nightblade nerf?

    More testing. So, the Relentless Focus stacks and spectral arrow charge, including extra weapon damage built up, are all lost when combat ends. This means you can't carry the extra damage or charge that has been earned.

    Tooltip says:
    When slotted on either bar, you focus with lethal intent, causing your Light and Heavy Attacks to generate a stack of Relentless Focus, increasing your Weapon and Spell Damage by 80 up to 5 times. Fully-charged Heavy Attacks grant two stacks. When at full stacks, you can consume them all to fire a spectral arrow to deal 19754 Disease Damage, and heal for 33% of the damage dealt if you are within melee range.

    It doesn't say, "When combat ends, you lose the increased damage of the Relentless Focus stacks" - this happens in both PvE and PvP. And it doesn't say, "you also lose the spectral arrow charge when combat ends if in a PvP scenario"

    OK, well I found an answer - apparently it has been like this for a while (I only recently started using this again after Concealed Weapon got nerfed in Update 41).

    Why does ZOS keep trying to stop us from ganking from stealth - is that not a valid gameplay?

    Exactly this is the reason why you can't pre-charge that spell. It's way to powerful when using it out of stealth or generally as initial hit.

    No it's not valid gameplay. There is nothing valid about getting globalled from something you can't see or do something about.
