Bugged part of the quest "Unsafe Haven"

So I`m at the part where I need to "Stop the Invaders' Ritual" but I cant do it. In matter of fact right now in the house where it must happen are 30-40 people just running around or waiting. Its been 20 minutes already since I`m there and nothing. Cant proceed the quest line because of this.

    I did it this morning. The key is making everyone leave the instance and making sure no one enters for a couple minutes, hitting local and zone chat can accomplish this. But getting people to listen and not be D-Bags is the hard part.

    Sometimes relogging will fix this, but not always.

    This happened to me. I just left and did some other quests, then came back later. Then it finally worked for me. So, one thing I noticed, relogging sometimes helps. But in this case, I think leaving the building, then relogging might work better. When you walk in the building, there should be enemies right there to greet you. If not, then that instance of the building is still bugged. You can either keep trying, or go do other things.
    Why not? Something has to work. Once, I dug a pit and filled it with clouds. Or was it clowns? Doesn't matter. It didn't slow him down. To be honest, it wasn't the best idea.     I got it this morning! It took (an additional) two or three re-logs, but I eventually lucked into a working phase.

    I wonder if anyone at ZOS is wondering whether it would have been smart to do load testing a little more often in beta.

    So, after spending 45 minutes relogging into different phases, every single phase has the same issue. Nothing is there to kill or complete. I really don't understand how they haven't fixed this yet, it is a major progression blocker.

    It would seem it works in some instances and is stuck in others - excessive relogging tends to fix it eventually, when you land in the right one.
    That being said, they should probably prioritise this, heh.
    Failing is a lifestyle too.

    I don't know about yall, but between this quest, quests like it, and the banished cells being bugged so bad that we cant do it, I'm thinking that the early access people should get another extension...and the people who have already started using their free 30 days should get the time refunded...

    You would think that after 5+ years of development that they wouldn't release it with major issues like these....

    I submitted a support request about this, and they said the devs are aware of the problem and a working on a proper fix. In the meantime, however, the advice was:

    "Try performing a soft reset, which is where you log out of the game and launcher completely for at least 15 minutes. This will reset your character's instance information and may cause quest NPCs to work properly.
    You can also try to abandon and reacquire this quest, which also causes quest NPCs and objectives to restart with positive results."

    I tried this, and it worked!

    Well, I got into an instance - finally - where there was a spawn. Unfortunately, 5 people wouldn't wait for the ritual to begin, so they killed them before they could start and no one got credit.

    Zenimax, seriously, why would you make a quest like this? You have to know that anything that requires people to not kill the red shiny is going to be an odious mess for players. Please fix this. And fix it quickly, because this should have been fixed in Beta . I'm beginning to think the lot of you are incompetent, given the numerous bugged quests I'm encountering.

    Yup, same here. I show up in the Fighter's Guild building and I see 30 players all crouched under the stairs next to the ritual room and I'm thinking 'WTF??' Then half of them start spam yelling to everyone to stay out, crouch and to not attack.

    So I crouch... the mobs spawn... and some guy starts attacking. Everyone starts yelling at him. And this is repeated about a dozen times in half an hour. No matter how much spamming the chat people do to try to explain the problem with this quest, there's always one idiot who won't read or pay attention.

    They need to make this quest solo instanced.

    Did abandoning work for you or was it just the relog?

    What Zenimax need to do in actuality is just force the respawn timer for the quest objective to not reset when new people enter the area, just have so if the zone detects the objectives are gone, force a reset/respawn, regardless of the people in there after a couple minutes or so. It's unbelievable that people honestly think the NPCs in the side rooms are the ones that perform the ritual.

    This entire game is filled with quest like this. Where if more than just you are there is FUBAR. And its been like this forever or at least since my first beta invite.
    The thing I find most amusing about it however is people that played the closed beta all saying that it worked just fine on the PTS. Duh 6 players vs 6 thousand

    •Unsafe Haven: The ritual hostiles should now always spawn.

    The ritual for Unsafe Haven is definitely working now, but it required me leaving the area for about 15 minutes to reset it. Also, the ritual doesn't happen in the side room everyone was convinced it took place in. XD

    Left the area, relogged and everything went back in place.

    According to ihartsnape the ritual is in a different location. instead of the ritual being in the fighters guild, on the first floor, room to the right, under the stairs, where is the ritual location?

    Anyone knows how to retake the quest from STOP INVADERS RITUAL, if u abandoned it

    This is confirmation, I just completed the mission by standing outside of the guild logging out walking in and if it was a bugged instance I would walk out and log off for 30 seconds and log on again. Did this about 6 times and then finally once I walked into the guild it was right in front of me.
