[Add-on Request] Panels

As someone who has no ability to make add-ons, I thought perhaps it appropriate to make a post for one I'd like! I honestly have no concept of how hard it would be to make or if it is even possible with the current API (Yes, the infamous one the authors seem to his at when it's mentioned.)
In previous MMOs, I have seen an add-on that was designed to do several things, but part of it was to give the player the ability to create a series of panels for their UI. For some, they could import designs of their own and such.. you know, get really creative, but I just used the simple 'creator' to make mine.
These panels were used in various ways, but for me I used them to help separate different portions of my UI. Granted ESO has a pretty, um.. simple UI, but as I am adding things I am enjoying, I am finding my UI is looking more and more interesting as I start trying to fit it in neatly.
Call it vanity, but having this sort of add-on to make my UI look cleaner was always a much appreciated addition to my add-on repertoire in the past.
