What happens annoyingly often is that you want to confine a card, but the opponent has no cooldown pile, which renders the confine effect useless. Maybe that was the case in the matches it didn’t work for you. Then not the game is to blame but personal unawareness (which happens for me more than I’d like to admit).

The most recent memory of this happening was having a contract agent and after multiple hands of never getting the confine prompt, I finally just sacrificed it to Hlaalu for the prestige because it was not serving its purpose.
I definitely can understand it not working once if there were no confinable cards in the cooldown pile and I didn't notice. But this went on for about 3-4 exchanging of hands. During which the opponent definitely played some confinable cards.
