They're referring to these npc's classified as provisioners.PC - NA @LadyLavina 1800+ CP PvP Tank and PvP Healer0 -

Oh, thank you, now it makes sense. Not merchants, but categories of NPCs we can pickpocket from like Noble, Artisan, Bard, and whatever all the other categories are.I've fought mudcrabs more fearsome than me!0 -

some non merhcant NPC are classed as tailor, cook blacksmith ect0 -
