Stormweaver’s Cavort and Magicka Mastery Passive

Similar to how the Red Diamond passive functions for Imperial, would it not make sense to have the Magicka Mastery passive function in the same way for magicka abilities for Breton? It may make the Stormweaver’s Cavort more viable.
