i am using random mount , any ideas which one it is?

Did you somehow completed the Anniversary Achievement that gives a mount? It was bugged but it is fixed now.

I vaguely recall them maybe excluding the Jester's "mounts" from those as well, since they don't actually have you move faster. But I could be mistaken.

It isn't fixed exactly.
Sharp is till riding the jubilee mount on occasion.

Same issue with my mount set to random. This character does not have a companion yet.

Same here. Tried summoning with and without companion, both "temporarily disabled". Including @ZOS_GinaBruno , @ZOS_JessicaFolsom and @ZOS_Kevin for visibility.
