Just use common sense and play the game the way you'd like to. Despite what people may think, I can guarantee you that more often than not, ZOS is using common sense too.
In the end, if ZOS doesn't agree, they can adjust their game to account for that (it's what they do), or we players can go play another game.
There is life beyond ESO, and no one should ever have to be afraid while playing the game that is intended to bring them joy - unless it's Midyear Mayhem and you're a PVE player trying to do quests for tickets in the Imperial City - that fear is real.

Yes but think of the people who want to keep enjoying their special cool unique build lol! Of course a simple "fix" could wipe it all away (all housing is temporary anyway) but ... who wants that to happen.

Whilst true better to know if you can or can't then adjust your house accordingly then to wake up and have your house wiped without knowing if it's okay or not.
