Soul magic nerf

I have been trialing soul magic spells for a Dot build and I noticed that the tool tips have now lower values with the latest update. I cannot see anything in the patch notes for this 5% to 10% nerf. However when I use the new stalking blastbones morph the values return to what I had in U40
