Is it possible to edit Loading Screens?

Just one loading screen in particular makes me want to clean my monitor every time...
I have now trained myself not to smudge my monitor, but it does irk me every time I see it.
I'm not entirely sure what it's supposed to be, but it is ruining a lovely blue sky...
.. unless of course it's only me seeing it (not the red circle, the brown fleck inside it).

Edit: But maybe not. Is there any specific thing you do to get that particular loading screen?
I looked at one on my screen, but it's not the same one. Although, I know I've seen the one you posted many times.
The one I looked at is almost the same scene, but it's a different loading screen.
And upon a closer look, the spec inside the red circle looks like it might be something on your computer screen rather than something in the loading screen.
But I'd need to see that same loading screen on my screen.
