destructive clench initial hit isnt that strong, because it has the direct hit (which is low) and the 20 sec dot it applies, along with the associated elemental status effect (depends on your staff)
personally, my frost themed warden uses iceheart monster + ice furnace (while it does fire, its very complementary with an ice build), the 3rd set is up to you or if your going 1 bar an oaken + arena weapon + filler set
the frostbite set seemed OK to me but not really that great in terms of dmg
ive used my warden for soloing dungeons and the solo arenas without issue, but not the best in pvp because the build doesnt work the same there

ice furnace can trigger once per second as long as you have frost dmg on the target and adds roughly 1k extra dps (in an 8 meter aoe), and can trigger burning status effect
runecarver is OK, but works better if your on a really full heavy dot build, or with faster ticking dots (i use i on a mag dk build, but 8 of my 10 skills are dots), as the dmg from this proc only applies on the 3rd tick, which gets really bad dps for the 20 sec 2 sec tick rate dots
for a 2 sec tick rate dot, runecarver only procs every 6 seconds (most 20 sec dots)
for a 1 sec tick rate dot, runecarver procs every 3 seconds (example: wall of elements and most other ground dots)
for other cases:
templar jesus beam: procs runecarver once on the 3rd tick of the beam
arcanist beam: procs runecarver every 1.5 sec
necromancer tether: procs runecarver every 1.8 sec
in most cases azureblight is a better option to go with over runecarver, if you want something that works with dots
