As with most things designed to counter ball groups, the ball groups themselves would simply use this skill to more efficiently delete zergs or less organized/optimized guild groups. They’d have it on a tight timer, such that it would be completely impossible for anyone to buff themselves when a ball group is near.

This could possibly work as a high cost ultimate (think along the lines of Necro resurrection ultimate costs), but you would have to reduce the duration to something more reasonable like 5 seconds, and include some sort of parameter like “any enemy affected by Nullify cannot be re-Nullified for 20 seconds” to prevent ball groups from constantly spamming it on a timer.

This sounds like a bomber's dream.
