I haven't found anyone who doesn't own any DLC at all to confirm this, but I think in that case they wouldn't have a problem because they also wouldn't own Orsinium so they'd be able to claim it normally, like picking up any other login reward you don't have unlocked yet.
I don't have ESO+ but I do own all the zone DLC (including Orsinium) so I did hit the bug and was able to fix it by porting to Deadlands. I suspect one reason people are recommending that zone in particular is because it was given away free in some promption or other so it's one a lot of players are likely to have.
Hypothetically there might be someone who only owns Orsinium and no other DLC, but then they could try the other suggestions (like logging into a different character) or go to the Imperial City - technically that's a DLC zone but it's free for everyone. Even if you already own Orsinium and/or have ESO+ you'll want to pick it up because if you don't claim a login reward you don't lose that one, you lose the ones which come after. If ZOS doesn't fix it and players don't find a solution they'll miss out on every other login reward this month.
