If you click the eye icon next to an ingredient it will display all the possible successful combinations with said ingredient or click an effect to show all the ingredients with a matching effect, which is what you need to make a potion, matching effects.
Otherwise there are lots of good tutorials on YouTube for all ESO crafting.

✭This is no doubt quite handy.
Though admittedly it takes the romance out of actually playing around with alchemical ingredients yourself. But that's just me being a purist at heart; a largely an extinct race these days.
