You give them a ZoS answer with regards to "multiboxing" after they explicitly say they are not going to multi-box.
Considering he said "not paired by controls", which makes it completely within the terms of service.
What you are describing OP is completely within the ToS, and if I had time, I would find the post at which Gina/Jessica says it is on the forums, hopefully somebody else can help with tracking that down.
So the "NOPE" given by the post I quoted is misinformation and not relevant to what you described as doing in any way.

Yes, you are 100% fine.
The only thing you cannot do is use a single keyboard and mouse and have them simultaneously control both accounts.
You can even be logged into two instances on the same computer, you just have to control them only 1 at a time.

What you’re doing, using two separate accounts on two separate machines, is perfectly fine and will not violate the terms of the game.
Using any form of automation software (to automate the playing of the game) - even using macros - on one or both of the machines would change the situation as these do violate terms.

I've done this, quite a while ago, but as I recall if you second account doesn't contribute you won't be able to loot anything, including the final boss. Just talking general loot here, I don't think I tried as part of a pledge or quest so you may be able to reap those rewards. Again, this was quite a while back so it's possible things have changed.
Why do you all keep putting two "different devices"
You can run 1 steam (because you can't start more clients) account, 1 epic account and as many ESO accounts as you want on one PC at the same time. ALT+TAB before the final boss and each account must shoot at least once. Then all accounts have loot.
