At first it looked proper, but then since there is hybridization now, it's really just an annoyance.
Why? Because we can max one resource while using another as primary, as long as there is enough recovery.
For example, a beam arcanist in pvp could easily have 20k stamina and 12k magicka, put recovery in magicka and use magicka spammable and stamina DoTs, and the high stamina resource pool would be great as dodge/break free reserve. But because of the max-resource cost, it can't use magicka for burst heal or choose some skills, or risk run out of resource. It'd have been much better if they just give stamina OR magicka morphs and let us choose. The current designs forces us to raise the other resource as a workaround and it wastes a lot of attribute points.
