I do but not with a spreadsheet. I just normally quest through the base game zones first, including the small starting areas, then DLC's. I break the order when a new chapter releases and do it on all my characters then get back to my routine.

I also break the order now and then to do all the prologue quests and gathering objects from around Tamriel, such as for the music box from Western Skyrim and the furnishing in Murkmire etc.. I also level antiquities and the Psijic skill chain, as well as Undaunted etc. in between questing.

I do. I use Excel spreadsheets for every game I've ever played, including the mmos. Actually, especially for the mmos - I had 7 accounts in WoW (70 characters total), 5 in RIFT (50 characters total), and 3 accounts both PC megaservers here (45 characters on PC NA; 42 on PC EU - I just got through "pruning" a few I wasn't happy with and haven't replaced them yet).

I don't track quests though. When I log into a character I always know what she was doing last, and where she needs to go next.

I'm a teacher, not an accountant. That said, I have spreadsheets for my chars :P

As to those folks who have multiple accounts - consider the following: you will, sooner or later, focus more on your occupational life, on things that matter in real life (maybe unless you're retired - I'm thinking more about teens; they tend to have more time and less duties)

ESO, WoW - yeah, I love them. But real life, my work life, also has to be given some attention. And those games have a tendency to devour us whole.

Consider the above. Have it in your mind. And then play ESO.

On PC there are add-ons to track quest progression and skill points for each character, like Urich’s Skill Point Finder. I use spreadsheets for other purposes, like organizing trial runs.

On console here, and it's such a pain now to keep track since AWA.

My character needs a few skill points, I'll just check achievements... Oh wait... I'll just go check every. single. map. individually to find some skyshards I missed. And some maps show all skyshards as collected, even though that character may not have set foot there yet (eg High Isle). It was definitely a decrease in QoL for me

I do, but not about quests.

Things I want to track are mostly well organized with WPamA addon (What Pledges at my Alts).
I recommend. It is a great time saver.

I use google sheets for 4 things mainly:
      - which bilds are active/in_progress on alts
      - who's on duty for blue/purple/gold antiquities
      - who needs skillpoints from todays pledges
      - which dungeon set collection is not full yet

I also used sheets for some events or farm statistics. But it is short time tables.

I play them. I'm retired (for the last time, since 2004) so I get to play as much as I want to. Everyone should have a retirement hobby.... and mine is computer games (which is infinitely better than what husband does, which is stare through the damn tv for 16 hours a day....)

Having multiple characters, I gave up and do not bother to even try to track character progression, after AWA. If you have multiple characters the way ZOS implemented Account Wide Achievements (AWA) made it so extremely difficult to track individual character progression.

No but I'd love to have something that shows me incomplete pledges or which zones to farm skyshards for which character who's going to lack skill points soon due to levelling new skills.

I don't use a spreadsheet or anything (although I have done in other games) because I can either see in-game or remember what I need to keep track of.

Broadly speaking my characters fall into two groups:

      1) Questers, who do everything in a zone as they're going through it, so I can see on the map what they've done because they do each thing as they get to it. I can tell if they've done world bosses based on whether everything else around them is complete. (And if I'm not sure I either do it again or skip it, depending on the boss.) I can remember what order each one is going through the zones.

      2) Specialists who are never going to do everything, they each have their own priorities, I remember what those are and the game keeps track of progress like how far through the Dark Brotherhood skill line and story my evil character has gotten, or which motifs my crafter knows. (Although I do use an addon to make it easier to check the motifs.)

Yes, but not DLC zone progress. Though I do have their main quest progress written down to: B-S-G-X(Cadwell's Bronze, silver, gold, fully complete). Right now 7/20 characters have completed all three alliances, and the other 13 have completed atleast two full alliances. You can do the math on how many completed zones that is.
(Note: I complete zones for 100%, which is why its taking me so long to complete Cadwell's on all 20 characters)

Also, I did write down all 20 characters their specials I want them to have: like max riding skill, all 9-traits researched, mages guild level 10, excavation level 7, etc. Also a few more things.

PS: I track quest/zone progress in-game with where in the main quest they are. This is one of the advantages I got from doing everything in the correct order, otherwise I would have been a victim of AwA too.
