Here's how the Mercenary campaign would work:
1. Instead of Alliance Lock, it would have Alliance Dynamics such that when a player joined the campaign, their Alliance would be based on current populations.
2. So a new player joining the campaign would be added to the LOWEST POPULATION Alliance. If all 3 Alliances had equal populations, then they would be added to a RANDOM Alliance.
The above Mercenary campaign design would ensure equal populations for all 3 Alliances and would allow for socializing/chatting with Alliance players from opposing Alliances in the Alliance Locked campaigns. Of course, some players (but hopefully just a few) could work against the Alliance they were added to, but this should be reportable and there should be consequences. Also, population counts don't always mean active players, but this can't be addressed until ESO can identity inactive players and subtract them from the population counts.
I believe the above campaign design would be easy to implement and would be worth trying. What do other PVP players think?
