Constitution passive not working fully

I just checked with 5 pieces of heavy armor and off, went out and got attacked but no Magicka or Stamina recovery was raised.

✭✭✭It doesn't increase magicka/stamina recovery. It returns a fixed amount that scales with the # of heavy pieces worn.
