Followed everywhere by a cyber harasser. Reporting does nothing

I wish there were private worlds as I'm being harassed by a former friend I knew for 11 years. I'd gladly pay for it. I've reported multiple times but ZOS does nothing about it.

Couldn't stay in a guild because he teleported to me immediately. He resorted to using multiple xbox accounts, puts a character or 2 at every quest giver, delve/dungeon, city, etc. Sometimes follows me through quests with 1 bot following. Logs in a bunch of characters when I'm doing crafting writs using cloud gaming to aid him in harassment. Moving to another city is useless as characters are already set up everywhere ahead of time. He uses an IP puller to find the zone I'm in and knows where I log out.

Although not against the rules, he names characters 'My Gamertag - Slayer', I like dead bodies, Bomber, Glock 45 killer, Mommy Corpse, etc. Threatening to kill me or my family. Or uses my real name.

When Necrom came out he was at every corner, each step of the mission. Tried to prevent me from getting the "Fate's Chosen" title by begging me not to do it, with a name of course. When I continued through the missions, he named his temporary guild "I'm gonna get you."

He showed me how to make quick gold and lvl fast @ fort virak. You have to do the entire quest line for all npcs to spawn in. Uses 1 of many alt accounts & bots there to slay mass groups of yellow named pact soldiers and fences their items. Logs out the bots when I'd run into the area to prevent reporting. Claims the area to be his and accuses me of stealing from him once I started using it. He's there just about 24/7 (insomnia).

He knows where I live and will continue to use the character and guild names to threaten, berate, or tell me what he disproves of. Name commentary if you will. Turning off names doesn't do anything as he purposely passes or stands in front of my cursor which shows the name anyways.

What can even be done about this? I refuse to play and switching from Xbox NA to EU would be useless. He follows me on other online games too and uses the same tactics. Reporting won't do anything as he makes endless accounts and I don't want my entire gameplay to just be report after report.

I bought a bunch of DLC and Expansions. It's a shame I can't play them

    What you describe isn't that much a case for the devs, but for the police tbh.

    I can't say for your country, but in mine that behaviour is seriously against law and punishable by court.

    Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

    Have to agree with that. We both live in the US but separate states. I eventually plan on hiring a private investigator & a lawyer. I have some proof and definitely a federal crime but police won't do anything about it

    On PC I changed my game name several times and I'm sure no one followed who I was. Even when I told them that my old gamer tag was 'xxx' they soon forgot or didn't care. I was surprised when the Xbox asked me if I wanted to share my real name, but I said no.

    You can use a VPN with an Xbox to disguise what country you are in for example, although it looked like some router set up was required.

    It does seem like the problem is far beyond ESO though.
