Here is what GH looked like Monday night. 5-10 second skill delays, essentially 0 ability functionality whatsoever on and off straight through the night.

that has never been a problem or solution to the performance. If thats all it took to make performance better trust and believe every pvper would say take the servers down for 24 hours if need be. Whatever they need. No, this is probably nothing to do with performance, but if they do something to help it ill be happy. But i doubt it. Even when its not abysmal like it is now, its normally pretty bad. But at least if its back to what it normally is after restarting then it will be better than what it is now.

We all know there is a memory leak, and I have seen people suggest that it is potential a server thing as well. The longer the servers run without being restarted, the worse it gets. My understanding is that this is a result of very poorly optimized code, which it seems like they have no intentions of fixing anymore since the last update we got on the now two year long "code rewrite" was that they've made no progress and have no eta for completion.
This past weekend into Monday night was the worst performance I think I've seen. It was as bad as pre server upgrade at least, and maybe worse. However, after the 8 hour maintenance which Kevin stated "was a server restart after the holidays", the lag was noticeably better. When I say noticeably better, I mean still laggy but typically 1-2 second delays with longer delays near large fights, not like what you saw in my clip above. Really still unacceptable performance, but undeniably better than before they restarted the servers. This lends merit to the idea that there is a severe memory leak of some sort which gets worse over time.
Unfortunately since this primarily impacts cyrodiil, they'd never see bi-weekly restarts as a viable option. It impacts too many non-PVP players for it to be an acceptable workaround.
It's a shame really, but their lack of communication these past two years coupled with the steadily declining performance point to them simply not intending to do anything further to improve PVP.

There has always been multiple instances for overland zones. Once an instance fills, a new one is created and remains perpetually until it empties.
