Cannot switch home campaigns at start of new one

All my toons are on Gray Host except one and that character is stuck on blackreach. Even at the start of a new campaign. I logged him in today for the first time after the 1st and logged him in a PVE zone. The home campaign for that toon us blackreach once again. Amy I missing something? I'm not even getting the pop up box II get on all my other toons confirming which campaign I want. This has been going on for several months now.
