Ember and Isobel at max level/max rapport, but not getting associated collectables?

I've been using this double XP event to get all my companions to max level and max rapport. I have both Isobel and Ember at max level and max rapport, but for some reason I am not receiving their associated collectables. I should have been awarded "Stendars Sweets Vault" for Isobel, and "Luxury Thieves Tools" for Ember, but I have not been awarded these collectables.

I know I have reached max for both companions because I get awarded the extra wallet when pick pocketing with Ember as well as the extra bag of goods when killing world bosses that is associated with Isobel.

So what am I missing that is causing me to not be awarded their associated collectables?

I have the collectables that are associated with the other four companions. I haven't done anything different for leveling Isobel and Ember.

Is this a known bug or what am I most likely missing that is causing me to not be awarded the associated collectables for these companions?

Have you completed all the story quests associated with Isobel and Ember?

From UEPS:
Ember's Gang is awarded for completing Ember's personal achievements and several other tasks with her. To earn this achievement, you must:

Complete all 4 Ember's personal quests for Ember's Companion
Perform a list of actions that Ember likes for Ember's Favor
Summon Ember at her maximum level
Reach Companion status with Ember

Earning this achievement rewards you with Luxury Thieves Tools, granting the permanent effect of Ember's Intuition perk.

You mentioned max level/rapport. Did you complete all the tasks listed here?

Maybe check your achievements? The Stendarr's Sweets Vault for Isobel requires the achievement A Knight's Best Friend, so if you check this achievement and its contributing achievements, you should be able to see which one is missing (assuming there's no bug, that is).

These are just more in a long line of bugs that ZOS hasn't even publicly recognized as existing. They for sure know about this happening because I and others have reported this bug with companions.

What's the likelihood these bugs will be fixed if ZOS doesn't even publicly recognize their existence?

Unlikely. Crappy AI? Yes. Actual bugs? Never encountered a single one with the companions.

This is much more likely the case. For example, you need to accept a duel request while Isobel is active. Not challenge yourself, but accept. Meet the world leaders. Etc.
And you need to summon them at max Rapport, max Level and with all other achievements done. Simply reaching max rapport isn't enough.
