If the player is cheating, which I have no opinion on, then why should they get experience faster than the people who follow the rules?

What shock explosion? I've been leveling up alts using dolmen runs, and quite often just stand in one place using heavy attacks and/or skills, and haven't noticed any sudden hits to their health.I know in the past, people at dolmens would put a rubberband on their controller to constantly heavy attack, which is why ZOS implemented the "shock explosion" if you stand in one place too long while the dolmen is active. Used to be that if your character didn't move in a certain amount of time, like 5 seconds, a charge would build up on the ground under their feet and do a small amount of damage. This would repeat. I think, but am not sure, that the charge got bigger each time, sort of like the slaughterfish. I never stood around to find out if that was actually true.
If you are not seeing it, then they removed it, it is broken, or you are moving enough to prevent it.
