A universal timer saves the servers from individually tracking the timers of however many characters across 20+ million accounts had used the buffs. If they had just wanted people to stop getting double xp after the events, they could have wiped the bonus during a post-event maintenance. The past few years have seen very similar changes designed to streamline the data the server needs to track, such as no longer individually tracking mount training timers and random dungeon timers.
