Druidic Provisioning Station Lead bugged (edit: nope, I'm just unobservant)

Hello, I've submitted this as a bug report and support ticket a couple times, but the support team was unable to assist (they explained that they are not the development team and cannot tweak things), and they did at one point suggest posting about it here, saying that the development team views it regularly. I've decided to try pursuing this again as the provisioning station antiquity is now an achievement that I'm locked out of, and I'd thought the Endless/Infinite Archive gave me a workaround in being able to buy the lead, but that ended up being bugged too.

Anyway, ever since the launch of High Isle I have been unable to pick up the "Cracked Stone Grill Tray" lead from the Rusty Food Handling Tongs spot on the map. Sometimes it appears as glittery green sparkles, sometimes I see the actual tongs, sometimes both, sometimes nothing. I have tried it on multiple characters (and went through the antiquity tutorial on one of them and came back, still no luck), I've tried turning off addons. In order to verify that it was indeed there and not waiting to respawn, I've grouped with other people from guilds and /zone who had not yet acquired the lead when I saw it there, and they were able to pick it up.

Now that the Endless/Infinite Archive came out, I saw that the lead is available from the Watcher merchant Filer Ool and excitedly thought that this might be my workaround. I have enough Archival Fortunes (just over 10k, the lead costs 5k), but when I try to buy it, it plays the same dull audio noise that it does when you try to purchase something you can't afford. There is no error message in the top right corner of the screen.

Is this something that can be manually added to my account since I clearly know how to get it in multiple ways and it's clearly a bug? I know in the past when my character was stuck falling through the world and the /stuck command didn't work (or didn't exist yet?), a GM was manually able to move me to a safe spot. I really want the Druidic Provisioning Station as a furnishing, and I'm also disappointed to be locked out of its achievement. :(

EDIT: Nope, it wasn't bugged, I somehow missed, despite checking countless times over the last 18 months, that I needed a different lead.
As a result, I do have a suggestion: The items you interact with to pick up a lead, as well as the Watcher merchant, should give some sort of message that you've already collected the lead if you can't pick it up again. The Watcher merchant already does that with some of the other items like deck fragments, so it would make sense to do that for leads as well.

    Double check you havent already picked it up. The sparkles dont go away even if you have, or try collecting it on another character and then scrying on your scryer

    ...Okay, now I feel stupid :|

    I was taking a video including showing my leads to show that I didn't have it, mousing over each one of the provisioning station pieces that I've gathered... and it turns out that it was a different lead I was missing. I don't know how I missed that, I've checked and double checked several dozen times over the last year and a half since I was so anxious about it, and somehow mistook that every single time.

    Anyway, that does bring up the point that there should be some sort of message telling you that you already have it - both when trying to pick it up, and when trying to purchase it: the other items I already owned at the watcher merchant (for instance, deck fragment) did have a message telling me I already had collected that. Hopefully if this thread achieves nothing else, it's that they add that :D

    Yeah, some sort of error message would be very helpful and maybe a line about what thing the lead is for. I shouldn't have to spend time googling what lead it is that I'm buying.
